The Municipality of Tubay is one of the identified growth areas in Caraga Region.It is hub of TAPCEN (Tubay Agricultural Processing Center)237 hectares lot in the municipality declared as an economic zone by then President Fidel V. Ramos. It is comprised of 8 coastal barangays and 5 inland barangays. It has a total land area of 13,800 hectares with a population of 17,668 per 2000 census.

Tubay is naturally beautiful town with spots ideal for nature tourism. Being a coastal town, it is endowed with abundant fishing areas, scenic mountainbeaches, mineral and forest resources,sanctuaries for birds,fish and wildlife and a vast area for agricultural production. With such resources, the people are mostly engaged in farming and fishing.
